If you ask five providers in Portugal for a website quote, you will get five numbers that differ by a factor of ten — sometimes twenty. That is not because anyone is lying. It is because "a website" can mean anything from a one-page template to custom software with payments, logins and integrations.

What actually drives the price

The quote is not really about pages. It is about these six factors:

  2. Functionality. Contact form: trivial. Online payments, bookings, member areas, multi-language, CRM or invoicing integrations: each one adds real engineering.

  • No written scope. If the proposal does not list pages, features and what happens to change requests, disputes are pre-booked.
  • You do not own the site. Some cheap deals are really rentals: the provider keeps the domain, the hosting account, or a proprietary platform you cannot leave. Insist that the domain is registered in your name.
  • "SEO included" with no specifics. Meaningful SEO basics are concrete: titles and meta descriptions, sitemap, correct heading structure, performance scores, indexing. "We do SEO" with nothing listed usually means nothing done.

What "included" should mean
